Hail All!
Well...That's yet another example of visitor stupidity for ye. It's bad enough going into a ride area without the proper training or supervision, but the idiot didn't even bother to check that no boat was approaching before crossing the ride's path! [Nomination_DarwinAward] 
Now let's suppose that a boat had actually hit him. Would the park be getting sued for the guys fatality? Almost Deathinateley!
And yet what would happen if the park tried to countersue for tresspass, ride damage and ride downtime? The court would throw out the case! 
Even worse: The video is fairly unclear (Presumably shot on a mobile phone), but the person concerned looks teenage to me...So he'd have to be at least 14-16 years of age. Now ye'd hope that someone age 12 and over would have enough intelligence to not enter the path of a moving vehicle (The boat) or any area where potentially dangerous machinery (Any thrill-ride or rollercoaster) is in operation!
I may have been diagnosed with a learning disability in the past, have room for a few more upstairs, and I might think of myself as a "total spastic" from time-to-time...But even I thought to speak to a ride operator and wait until the end of the day when I lost a glove on Nemesis:Inferno once...So in such an eventuality, even a psychological disability like mine is no valid excuse for such behavior!

WHat concerns me here are the people he was with. Why did they not stop him? it after all only a baseball cap which I am sure could have been retrieved at the end of the day.

Let's say that ye accidentally dropped your passport into Niagara Falls. Ye wouldn't go diving in and swimming around to try and find it...Ye'd call up the local Police and the British Consulate to report the loss and obtain an emergency passport for the trip home, wouldn't ye?
